Luckily, Viktor is more than willing to wait for Jayce to compose his thoughts. He'll work in the silence, because keeping his hands and mind busy is better than the alternative. He's not going to pretend there isn't some resentment, that Jayce is saying Vi is the one who changed his mind about the Undercity, but he knows he should be glad it happened at all. Viktor never took him down there--showed him what he loved and treasured about it, despite everything. Maybe he should have. Maybe things could have played out differently, if he'd been more open about that part of himself.
What he doesn't want is for Jayce to make the same mistakes based on some misplaced desire to make things right. He doesn't owe Vi anything, as far as he's concerned.

He trusts Jayce. He hopes Vi is a good person, despite her actions. He won't allow his technology to be used irresponsibly again. All of those things can be true at once, but Viktor knows he needs to protect himself. Maybe she will use this as a second chance, as they have, but he can't be sure. Not yet.
"I want a failsafe. She can't just walk away with functional technology if she chooses to betray your trust." Which is, to Viktor's understanding, what happened with the gauntlets. "There needs to be a way for us to deactivate it."
