That just has Sylvain giving a sarcastic sort of snicker as he beckons Kell to follow him as he turns off up a little slope. He can spot a pod clinging to the wall a little ways up above them. Just out of the way enough to be annoying. He points it out as he talks his way up the incline.

And then whose responsibility it is to fix it. Repeat that for a few months and then, maybe a few years later, they'll actually get around to some viable solutions. Or they just get stuck in an argumentative loop until everyone gives up and deem it 'not all that important in the first place' or 'we'll deal with it later' or, more likely, 'we're going to delegate someone else to fix this problem' and then the process starts all over again."
