I think they may have once been affiliated with Solvunn, Josselyn Creed was one of their officials. But they've splintered off for certain. I'm sure Solvunn feels at least partially responsible for all of this.

( Jayce is back and forth on whether he'd think they were right. The council can't be entirely responsible for if a selection of their people go rogue, but they are supposed to oversee and note when strange things happen. As a former politician himself, even if it was for only a few days, he thinks they share some responsibility, but certainly not all of it.)

The Free Cities and Thorne also ignored the kidnappings of natives under their own nose and only noticed when we were taken. I hope they will all have learned something from this. Including how to work together.
