"Yes," Jesper replies without hesitation. He tilts his head down to look at Wilhelm and caresses his hair, confident in his opinion. Usually he really does have strong opinions and confidence in them once they're decided.
"I'm not saying it's perfect, it isn't, but we can make our own businesses, buy our own houses, and there is freedom to go between the cities there if you want to make the journey. You can carry weapons and find work. We have our own inn and they let us do major projects like update old buildings or clear out mines if we want to."
That sounds like they're just doing work for the city, but there is value in being allowed to update the city you're living in. It makes it easier to bond with them and want to improve lives. Jesper helped these projects and he felt good about them. Not to mention he likes that he made his own business and can sell what he wants. He's making his own money, and for Kaz and Inej. Jesper feels productive.

Jesper had the chance to go to Solvunn or Thorne, when he first arrived was the Peace Summit, the last time that was allowed. Inej came with him instead, because she knew he would despise Solvunn. And that's still true, especially now with all the creepy cult shit. He'd go stir crazy in Thorne.
