To be fair, Jesper would never go anywhere without Kaz and Inej. It's part of why even if Mat said he'd agree to go to Solvunn instead of Free Cities, Jesper would still have to say no. The Crows are a package deal. He would understand being incapable of leaving loved ones, although his solution is easy: take all of them.

Fuck Thorne. Jesper is positive that some day they will show their dark side again and everyone in the castle will be in danger. That's why it is still his plan. He doesn't trust them. The Free Cities might have its issues, but they haven't done anything to the Summoned ... yet.

"You wouldn't live on your own, you'd live in the inn with the rest of us." Jesper runs his fingers gently through Wilhelm's dark hair. "It's nice and cozy there, everyone looks out for each other." It's a good thing Sam got them that sweet place early on though, it would be a much harder start without it. Not that Jesper minds hard. He loves a challenge.

"Jobs are easy to get there, we could find you something you'd like." There's a lot to do in Cadens, so jobs here and there, quick and easy. Jesper works for himself most of the time, when he isn't helping Nadine or someone else from the group. He really should stop assuming his Thorne lovers would want to come to Cadens and live around him. It's just hopeful at this point.

"You are my dearest pigeon, and I would do anything for you. You know that, right?" Jesper waded through blood and violence to do exactly that, climbing up a mountain, escaping from an avalanche. He puts both of his arms around Wilhelm and hugs him. "I'm going to do whatever I can to make sure no one ever hurts you again."
