Jesper and Wylan may not have fully figured out their situation yet, but he is still a Crow, and he is still his merchling, which means Jesper keeps an eye on him always. He wants him to be safe and he's tried his hand at making Wylan clothes that fit him, since both he and Kaz have several inches of height on him. He'll eventually manage to get him a few good sets of clothes.
Jesper's the money maker of the group, which is funny considering his role in the Crows as the resident fuck up and gambler. Since coming here he's become quite the merchant and has products very appreciated by Cadens at large and some other places where he manages to sell. It's jewelry and trinkets and charms, but they sell quickly and regularly. Which means he is fairly well-off, and since he is back on the wagon after a failure in his addiction, he has stored enough for them again.
Jesper isn't stalking Wylan or anything, he is walking around the square and he knows him from a distance, so he can keep an eye on him. He smiles when he sees what has managed to make him stop, of course a flute, and he bobs and weaves through the market to appear at Wylan's side. He can't be as subtle as Inej considering his bright green jacket rustles around him and he is always a presence, but he catches the merchant's eyes.
"He'll have that flute, thanks." Jesper pulls the money out of seemingly no where because he has stitched in pockets all over his clothes to make it impossible for others to steal. He gives it over while refusing to hear an argument, and seconds later, the flute is just put into Wylan's hands.
