[Both parts of that are reasonable, and not really what Jayden meant; the Thorne Summoned in particular have plenty of reason to not be taking full advantage of the Horizon, but in the Free Cities, that isn't much of an issue. It seems more like people aren't as fond of the whole idea in general, or even suspicious or concerned about the idea of spending a lot of time there, which isn't entirely weird--Jayden had felt similarly when he first heard the idea--but still feels strange. Or maybe he's just imagining it.
