[ Truthfully, it's a tricky thing to explain to someone he's just met; the history of magic in the universe he's generally traveled in, that is. He wouldn't mind explaining, it's not a secret he needs to hold close, but though he absolutely loves talking, he's mindful that giving his companion for the moment even a modified history of magic in his universe would be...a lot. Long before his own time, there had been magic, rather widespread, in fact. But then as often happens, certain people with all the power rejected it, leaned into rationality, and deemed magic the sort of thing that shouldn't be practiced or believed in the face of science. He'd met Merlin before, who wielded powers that were unlike anything he'd seen up until then, but even those powers couldn't hold up against the laws of Time. The Sisterhood of Karn retained their own kind of magic, and there were the Carrionites whose magic allowed them to manipulate psychic energy. Still, to him at least, it's altogether different here.
And the Doctor, at least with this face, is more open-minded. Some have even called his abilities their own kind of magic, so who he is to say what isn't possible? He can only speak to what he's seen, and what he's seen until now has been limited by comparison. ]
