[ He only feeds off of Haelva once a month, and the occasional Draconae visiting the Free Cities. It's not really enough, not compared to how often he had humanoids in his diet before coming here. Viktor's right to assume he doesn't want to be indebted to anyone in that particular way - it's part of why he refused Haelva the first time. But with the way things are, the more options the better, spread out so he's not beholden to one person for this. ]
