When Steve spots the scorched handprint left on an exterior wall in a busier part of Cadens, he knows who must have just been here. A statue shouldn't be able to move, let alone move quickly, and to be fair, he doesn't run. He just follows the hint of smoke left in the air, a trail by which to track Shepard.
These cities have seen their fair share of revolutions, and the Sentinel has some idea of how the Commander feels about all that. It's no surprise that she's here to keep a closer eye on things.
They're somewhere near where the Sarstina used to be when he catches up to her, though he doesn't quite remember that himself; only that this is a part of the city he knows well. As she looks ready to turn the corner, he clears his throat to catch her attention.
(If a statue even has a real throat to clear, but some habits don't fade so easily.)
