As long as the Kahn gets his tribute and his laws are respected, the individual nations and people of Outworld are free to do as they please.
Well...that was true in the days of Shao Kahn. Kotal Kahn fancies himself a statesman, not a warleader, not in the way Shao Kahn was. But he will not rule in Outworld much longer, not once Goro returns.
