Sansa is not talking about horses, naturally, but she feels that the words could be applied to this fear as much as any other fear. She knows that she has faced her fears and come out on the other side of them scarred but alive and she has triumphed where others have failed.
"This horse cannot hurt you. No matter how you've been hurt before, you have the upper hand on her. I have magic and I imagine you might have some too, yes? This horse has no such advantage over us. Nothing she can do can hurt you and if you keep that in your mind, you will overcome your fear. It has always worked for me."
