Hello! To begin with, we would suggest this take place near the end of the event, both for logistics and also because the Free Cities' victory in the Badlands will make them somewhat more forgiving than if this occurred midway.

1. Because Steve is familiar with more advanced technology, it is possible he will not need any tools or weapons to blow up the facility. (This would additionally serve to aid his cause, if he didn't bring any lethal weapons). Instead, what he could do is simply overload the machines and equipment he finds. The destruction would be on a smaller scale and would not cause any fatal casualties, though some bystander injuries would be unavoidable. These injuries can be of the acceptable MCU-canon variety for Steve's conscience.

Doing so would halt further production of the disc launchers, though it should be noted that the military is always producing new advancements and research. They will stall, but will eventually restart and rebuild.

We can give you details on the scale of difficulty accessing the facility, how much of it he can realistically take out, and other specifics if you provide us with what resources Steve will draw on, any secondary characters involved, and his overall approach.

2. Regarding consequences, although this is a grave act of treason, Steve's status as a Summoned will protect him somewhat. We would recommend utilizing Sam Wilson's position, as well, which can result in some leniency.

He would likely be held in a holding jail for a week or so before a final judgment is made. The firm details of his consequences depend on how he reacts afterwards. For example, if he's willing to turn himself in, he could get away with a lighter sentence than if he resisted.

They would also keep a close eye on him from hereon out. He may not have as much free rein to wander near outposts and facilities as before.
