Jesper doesn't kill for the pleasure of it, he really prefers to injure people. He's exceptionally good at sending bullets (or any projectile) to knees and shoulders, his go-to move. But he's pulled the trigger more times than anyone actually knows and he's lacking in regret about it. Ketterdam's a hard place. He has an easier time gauging his morality next to other people.
They're moving quietly in the right direction although Jesper puts out a hand to stop Steve. Something on the ground felt wrong and he leans back down, tapping his fingers. They are next to the machinery room, of that he's positive, it's just around the corner. He wishes Nina was there, she'd know immediately, but Jesper can't hear heartbeats as well as she can. So this takes more finagling for him to get a sense of shoes. Someone's legs shift, that helps, and Steve can probably hear a little murmuring of conversation now.
Jesper gestures to him and puts up three fingers, pauses, and then goes with four with a little shake of his hand back and forth as if to say 'one or the other.' There are at least four soldiers standing guard that didn't get distracted by his plan. There were probably a decent amount of people standing in their way before, but they aren't going to get in and out of this without some kind of combat. Even if Jesper could distract them again, it won't be long enough to set the explosives.
He shrugs at Steve, waiting as any good second would for the leader to make the choice.
