Jesper doesn't know if they are, but he sort of doubts it. Some weird sense of power injustice feels like it continues no matter where they are. The gods are punishing everyone by heralding the dangers of war, when they could just aim for the people actually responsible for it and end it that way! It's not as if the average civilian had anything to do with this.
