They can't bring more people in, especially as he's noticed the number of people leaving has gone down substantially too. There's more of them sticking around, taking up space and energy. Alucard pointed it out on his post. "Maybe we should stop going into the Horizon. It could be feeding into our energy every time we're in that space it created." But his library! He would hate that.
