It is complicated, and Sam can say that with gusto, considering he's from a world that the Free Cities are - in a way - trying to get to but haven't yet. There seems to be a learning curve for just about everyone who shows up here, no matter the faction or the background. Sam does his best, but honestly all he's really able to pick up on are the way people respond to it. Because that doesn't change, magic or technology or something in between.
