People are stupid. Frightened people are exponentially stupid.
[Survival as a goal is logical, but the method to get there is too often counterproductive and messy.]
At least here, they aren't trying to force compliance. As long as you don't actively oppose their plans, you'll mostly be free to do as you will.
[It's not the worst place Hector's been, bitterness about the magical slander aside.]
