The good General appears to be handling the greetings competently, some exchange of tokens of "peace". Nothing Goro need trouble himself with, not when he is more curious about the appearance of an enemy at this gathering. His gaze only briefly lingers on Hythlodaeus before turning his attention to Emet-Selch, and nodding in at least a show of respect.
