His eyes move from the kid peeking from his mother's legs to look off before him- into the distance where some people dressed a little better are standing solemnly, their arms crossed in front of them.
Those must be the leaders, he guesses. It's unclear, he's unsure- But for what he does know (and oh, he knows):

"How long d'you think it's gonna be before the assholes you've riled up in Cadens realize, you think? That a bunch of farmers' wives're the enemy you're so scared of?"
He continues to move forward, coming to a halt a (respectful enough, he guesses.) way away from the dignitaries. And as Goro passes, his voice is low.
