[Alucard's interest in the summit comes from a place of curiosity and the impact it will have on him personally, rather than any true investment in the Singularity or the factions. He has no love of Thorne and would not say no to an excuse to wrangle with Ambrose personally, but the rest? He doesn't care. He has his privacy here and low simmering interest in Nocwich, beyond the reach of the factions. That is all.
But he attends all the same and dresses simply. Black trousers and a white tunic, along with a plain black coat whose only flourish are the bone buttons upon it. Long hair often hides the pin that identifies him as a part of the Free Cities. Alucard carries himself with purpose he does not feel, only because it is a better excuse for all the tension running through him. If someone doesn't try something here, he'll be genuinely shocked.
When not investigating the sections of Solvunn and the Free Cities, the dhampir is likely:
a. in the Lounge Tavern with a single wine glass in hand, closest to the bar. There's still tension in his shoulders, and his eyes gaze around the space every so often. From time to time, a stray dart lands on his table. When that happens, he is at least polite, and picks the darn thing out of the wood before walking it back over.]

[or else he is content in people watching, inclined to leave only when there are too many people in the space for his comfort.]
b. in his cactus [Besides one of the tents, there is a cactus with three arms and what appears to be a large hole at the bottom - as if some creature burrowed into it. From time to time, there is in fact, a creature. Pressed against the burrow may be a wall of white fur, or else a large wolf with gold eyes will have his head stuck out, resting atop his paws.
He doesn't growl when approached. Yet.]
c. attempting the communal baths [The promise of bathing is tempting. The space itself is gorgeous and reminds him of the Roman baths from some of the books in his father's library.
The issue lies in the word communal. There's no part of Alucard that wants to be around others while bathing. The last time he had anyone else around him in a vunerable state, he was nearly murdered. A peace summit is not the time or place to take a risk with how well he's going to deal in an upsetting situation - so he waits until night fall. Lurks just a little, until he's sure there's no one there.
When he's sure, he does walk in. There's so much work to be done on his hair that he may very well miss someone entering the area. When that happens, there is a terrible and startled noise from the dhampir, and then?
Either a series of bats dart right out of the baths, or he manages a request:] I realize that this is meant to be a group space, but I would appreciate ten minutes of privacy to conclude my business.
II. Solvunn Section a. baby goats! [Credit where credit is due. Solvunn's section has the most immediately practical things on display. Which is to say Alucard has spent a quiet afternoon tasting honey and cheese, as well as asking politely asking for preferred recipes from some vendors. (Goat's cheese cheesecake is the next experiment.) For a man that came with no bags, he now has two, all with a distinct goat aroma.
It's probably why when Alucard approaches the paddock full of tiny hail satans baby goats, one or two rush over. They're loud things, and Alucard's pretty sure the moment he reaches in to try and pet one, he's going to have to appease the other as well.
He frowns, looking around the immediate area.] There's no feed available for them, is there?
b. Shrine [If it wasn't for the last message on the network about old gods, Alucard probably wouldn't bother stopping at the shrine. He's not inclined towards religion in the slightest for personal reasons (it happens when the church personally murders your mother), but there is the tiniest shred of curiosity in him.
Looking at the statue of the Lyfbringr, Alucard can only fold his arms across his chest, considering.] It is a rather self explanatory name, but it's strange they don't provide additional context.
III. Free Cities section --Rarely have I encountered a greater abomination.
[The meal in the can laid out on a table is in fact the most alarming thing Alucard has seen in a while. It is goop. Goop with no seperation, just sad sludge that while he can pick out the individual scents of the ingredients, he doesn't want to. This is just a world of no.]
There's better ways to go about canning, there must be.
