From what she can tell, the other factions are doing the same, though it's difficult to know if it's with any consistency. Either way, it's clear everyone is trying to bolster their number of Summoned -- and even someone who's just arrived can see through the blatant attempts here. ]

Or it could be seen as a test of loyalty. Either way, there's not much in 'political alliances' to speak of. It's a half-hearted effort to show they're trying to avoid outright conflict, but I wouldn't say any of these countries are allies.
