"Eh, if it's both of us here or you alone here, you know what I'd pick." Jesper's strong loyalty to people is one of the best qualities about him. There is no question that if he knew Inej was alone in a strange place, he'd be one of the first to volunteer to join her. She needs someone to watch her back, even if the Wraith is very capable of taking care of herself. She was about to go to sea last time he saw her, but she did have people at her back, she assured him she had all kinds of plans. Otherwise he would've followed her out to sea too, despite really not loving boats.
They step out of the tavern, which is too bad as it also is the place with drinks, but he probably should have a clear head. There's some quiet space between there and the tents for them to talk though, sharp eyes looking around them to be certain no one is looking at them twice. And they aren't. Plenty else to see here, at least.

I looked everywhere in the city and barracks, I asked everyone I could, but ... if Matthias was here before, he's not anymore." That could mean he went somewhere else, but he doesn't know.
