Jesper stands his ground and fights when he needs to, but he isn't afraid to run when the need calls for. He doesn't want the Summoned to end up trapped anywhere, forced to be hostages or to fight. He isn't concerned about Free Cities because there's so many of them, and they're all fairly competent and could probably put up a good fight. He can't help but worry about the others, like Wanda and Mat.

Jesper's the doer, he is the gun pointed and cocked at situations, not who pulls the trigger. It's why he and Inej have taken so quicky to following Sam's lead, they are looking for a mastermind.
