Think about it like this. If Marlo blows it up or whatever, she might accidentally end the whole universe. Or, at the very least, society in Abraxas falls apart. Even Cadens and the other Cities run on some kinda magic, when you get down to it. They ain't figured out how to make the world work without magic yet. But, if she spends every election year talkin' big about how she wants to do get rid of it but she just needs one more term to get it together, then she can make people vote how she wants.
