That's part of the reason Viktor knows they won't have any trouble finding volunteers. Even setting aside the fact that the Summoned of Cadens are always willing to help or exchange favors (most of them, anyway), they all seem to be an industrious group.

Viktor still pays attention to the chalkboard, even as Jayce moves behind him and settles into what is a relatively new, but increasingly comfortable brainstorming position.

"The hard part? You mean, convincing the government that our improvements would be worthwhile?"

He does, at least, seem to understand that he's already sulking, and he leans back into Jayce's embrace in an attempt to seem less prickly about the whole situation.
