Well, I don't see why that matters. What the fuck does magic have to do with rulin'? People who are good rulers are good 'cause they care about people and make good choices. Not 'cause they're the best sorcerer or greatest warrior. A king can hire someone else to do his magic and lead his armies. He can't hire someone to make sure that the poor folks don't get forgotten. That they're treated good.
[ And maybe that's naive or dumb, but she believes it. Julie had spent her entire life being taught that true leaders are leaders because of what's in their hearts and heads, not because of some random skill they might be best at. Anyone can be president, or the CEO of a corporation, or anything else huge and important, so long as they made the world better -- that was always the message. And yes, she knows now that it was mostly bullshit and the world doesn't give a shit about ordinary people, but one thing American exceptionalism was good at instilling was a sense of optimism. That good people make things better.
After Captain Trips, the people of New Vegas hadn't gone there seeking Flagg's magic. They sought his vision, and whether or not he could fly didn't figure that much into it, did it? It was his words that brought them. Everything else was secondary. ]
