[ Steve has a point, that there's no reason to place too much unearned trust in a leader they don't really know beyond initially opening the doors to them in Libertas and in what's come after in the rebuilding. But he takes it as a reassurance when the other man doesn't dismiss the idea outright, instead seems to support it in the measured way he's come to recognize (and appreciate) from Steve, and sets that aside for perhaps later on.

And she has, so I think it stands to reason there's a chance they're finally looking into us more than just letting us be, or that they've been doing this all along.
