Natasha said she had no access to magic in her world and few were born with it. Not unlike his own world where there was a handful. She said they found Wanda but I have no idea what that means precisely. Wanda did share that she had no one to guide her, which makes sense, her power is immense. She may be literally one of a kind. He can think of no more truth than that.

That may be a question only Wanda can answer. It may be only superpowered individuals as the term and not heroes. But he does think that is the term. He doesn't know anyone who would call themselves heroes, but it could also be something put upon them. I don't think Wanda would see herself that way.
