It's not quite a council where I'm from, but our leaders are supposed to put their people's needs over their own. [so while solvunn can be rather extreme in their expectations of their 'leaders', it's not really uncommon should one peel back the more rudimentary aspects of it.] Those in the Tertiary Settlement are pretty unhappy with her, aren't they?
