I can't be sure without seeing the plans, but my understanding is the device wasn't functional--just made to look like it was, to assign blame to the Free Cities.

And it would be so easy to blame the nation with the largest military for an attack of that sort. She chose well, didn't she?

I wonder if she expected the Queen to react the way she did. If that was part of the calculus.

Mayhaps. From what I hear, the Queen's reputation wasn't exactly unknown. I'm honestly surprised that full war didn't break out then.

I think the territories were frightened by the destruction. They were forced to confront the real cost of their posturing.
