[Wen Kexing is a creature that likes his luxuries. Now that he actually has the opportunity to enjoy nice clothes and regular hot baths at his leisure, he takes advantage of it. He brings his own flask with him, untroubled by the public display of it all, and settles quite happily in one of the pools, enjoying the new experience.
It's funny that they make bathing a social event, but while he's there, he might as well make use of what it has to offer him. Scanning the area, he picks out Geralt pretty quickly. To be honest, the man's clear aura of wanting to be left alone probably contributes to drawing Wen Kexing's attention, and soon enough he decides to get the gruff man's attention--by splashing him.
