Jayce really saw this as a weapon he would only have to use maybe once or twice, to defend others, and not as something he would wield every day. Mel told him he needed to make them for the defense of his people, and he took that to heart. But it wasn't the start of him making weapons anyone else could wield. It is clear this was made for him, not for any person off the streets, so he wasn't arming anyone. Yet. Viktor told him not to make weapons at all, he thought in his head that if he just made one for himself, then it could be controlled, who could do the defending.
But it didn't stop him from eventually using it for exactly the purpose Viktor had been afraid of. Yet he cannot deny that he wants to keep it; it does keep showing up here on its own.
"I was a politician, briefly. I was using my words and skills before that, but frankly, they were ... stronger than we were. Or not stronger, but more relentless and not afraid of violence. To be fair to them, it's how they've had to survive in very harsh living conditions, that my people placed upon them in the first place. It wasn't a conflict with an easy answer." Jayce at the time really did blame them for everything but he's looking at the situation with clearer eyes now.
"Yes ... hold on." This is his Horizon and domain, and although he shares it with Viktor, they're able to change anything they want. With a little bit of concentration the room empties of the forge and anything else. The empty space is necessary so he doesn't have to worry about destroying something unintentionally.
The hammer glows and sparks with the magic within it so that when he swings it, which he does just to show Thor how smoothly it moves, the air feels a little electric between them, static. He creates a solid block of metal, all of this a distance enough from Thor so he doesn't have to worry about hurting the man. When the hammer slams it into it, it doesn't just move, instead the Hextech's blue power actually seems to make it crumble into dust. He used that to destroy someone's entire knee.
"This one is, um, interesting!" He feels both excited to show but also very nervous, like he might get caught at any time. He clicks something in the handle and slams the hammer down, and an incredible electrical field turns into a dome around him. It doesn't blow anything back since it is clear in there, but it does has a blowback effect too. The power in his hands feels good, he can't deny that.
The last thing he shows is when he clicks something in the hilt again, but this time he modifies the way he's holding the hammer so that the top of it aims out. The cannon is in place. Rio decides to just sit next to Thor at this point, unafraid of the strange things going on. Jayce protects the room mentally so that when he purposely fires off an electrical shot of arcane magic, Thor can see the way it bursts into the air, like a grenade mixed with a missile.
This is only the one he creates in the Horizon, but in real life, its destructive abilities was alarming more than impressive. Here it is safe. The demonstration done he clears his throat and snaps it back into place.
