It should never be the first option, but my concern lies in not knowing the temperament of the ruling monarch.
( though she can guess, based on what she's already heard, that they are less mild-tempered than her father was. though, not everything can be solved in the span of mere minutes. still, these are important unknowns to establish because what natasha says is right, as much as rhaenyra knows it first hand as well — the cost of conflict is a heavy one. ) Most court gossip is, ( also speaking from first hand experience, some wryness to her tone. ) Though, given that we find ourselves in a similar situation, I would like to propose an exchange of information in the future. ( she says so pragmatically — an early alliance is important to have. near as much as she finds herself taking a liking to the other woman rather quickly. a hopeful thought. ) Bias may abound, but if we may view it from varying perspectives, then perhaps we will be able to see the truth of it more readily.

I think many of the Summoned in this place are going to have more unique points of view. Especially with our varied origins. I guess we'll have to see how willing those in charge of this place are, when it comes to taking those perspectives into account.

I suspect the same, ( rhaenyra cannot lay claim to the same sort of lethality natasha does; information and cleverness is all she'll hope to have, until she can learn anything else — like magic, if the rumor of the summoned being able to learn it is in fact true. )
When war hangs at the end of restraint, it is at times difficult to see sense, ( she says this carefully. the queen losing a lover is an understandable anger but to have the balance of nations hang on that thread? her tone is quiter, in case some locals overhear. ) It does not bode well that there was an attack mounted already. That the Free Cities have not retaliated in any quick way is ... promising. Perhaps it is their counsel we must hope stays sound.

Which I can understand - they can't afford to be seen as weak when Thorne just razed one of their cities to the ground. Although I'll give them the slight credit that their reaction didn't actively harm a civilian population.
